The opposition legislator Juan Guaido had been recognized by Canada and dozens of other countries as Venezuela's legitimate leader, and view Maduro as an illegitimate president. Guaido is not expected to be at the meeting. The meeting with Lima Group was last hosted one year ago in a call to Venezuela's military to peacefully switch sides, but that never happened.
